EXPANDING ECONOMIC OPPORTUNITY

2022 was a historic year for Pennsylvania. With Senate Bill 771, we were finally able to put our Commonwealth on track to being economically competitive on a national stage. We made great progress—but we have a LOT of work to do. Thankfully, we have ready and willing leadership at the helm and there is a chance to make even greater strides toward economic opportunity. 

Senators Ryan Aument (R-36), Tracy Pennycuick (R-24), Greg Rothman (R-34) and Judy Ward (R-30) recently unveiled a package of bills aimed at making Pennsylvania more economically competitive, faster.

The new legislation would:

1. Speed up the process of reducing the commonwealth’s CNI tax, leading to better job opportunities and higher wages to attract and retain talent

2. Gradually increase the Net Operating Loss (NOL) carryover limit from 40% to 80% over four years to help Pennsylvania businesses grow

3. Allow small businesses to use the NOL deduction, an accounting tool already available to larger corporations, that gives them greater control over their financial positions
